In March, Apple will let the public beta test iOS 8.3 for the first time!
According to several people allegedly in the know, Apple will launch a public beta program for iOS for the first time. Following last year's successful OS X Yosemite public beta, Cupertino will take the initiative to iOS as well, starting with a public iOS 8.3 beta in March, and moving to a public summer beta for iOS 9 after its announcement at WDC in June. iOS 9's final release is expected in the fall.
Those eager to preview iOS 8.3 on their devices and help Apple get rid of bugs before it finalizes the build must enroll in the company's AppleSeed program. Hurry and sign up, because the beta test will be limited to some 100,000 users. Each will have a dedicated app for bug-reporting, so it's not an install-and-forget affair. Apple expects you to dutifully report those inevitable bugs.
As for iOS 8.3, we already know the new firmware brings support for Wireless CarPlay, an upgraded Emoji keyboard, Siri voice enhancements, and more tweaks to the code. iOS 8.3 probably won't remain the latest version available prior to iOS 9's launch. Reportedly, Apple is already building iOS 8.4 with a codename "Copper", which will introduce an all new music streaming service. Source
